Glasshouse Lane Engagement Update June 2023

Thank you to everyone who attended our event at The 100 Club on 14 June to view the updated proposals for the site at Glasshouse Lane.

Over 70 residents and stakeholders signed in at the event and we have so far received feedback from 65 respondents on this website.

This round of engagement continues until 28 June; if you haven’t given us your feedback yet, please remember to do so before the closing date.

What happens next?

All feedback and comments received will be analysed and considered by the design team. We will publish responses to frequently asked questions on this website in due course.

The design team aims to submit the planning application to Exeter City Council Local Planning Authority later this summer. Once the application has been registered it will be available to view on the Council’s online planning portal where you will have a further opportunity to comment. Immediate neighbours to the site will be formally notified of the application as part of the Council’s statutory planning consultation.

Have your say on emerging proposals for Glasshouse Lane

Today sees the launch of Exeter City Living’s second round of engagement regarding proposals for a development of new sustainable homes at Glasshouse Lane.

The proposals will be on display at a drop-in public exhibition at The 100 Club, Wear Barton Road, Exeter EX2 7EH on Wednesday 14 June between 2pm and 5pm.

Members of the public can drop in to the exhibition to view the proposals and speak to members of the project team.

A number of significant changes have been made to the design in response to the feedback received during the first round of engagement in November last year.

Richard Hayman, Interim Managing Director, Exeter City Living said: “We are looking forward to updating key stakeholders and local residents on 14 June. Please come along to view our proposals and see how we have developed our design.”

You have until 28 June to comment on the updated proposals.

    Emerging proposals for Glasshouse Lane

    Following our public engagement activity in November last year the project team has been busy refining the designs for Glasshouse Lane, in response to feedback received.

    We are holdingfurther public engagement on 14 June at The 100 Clubto present the emerging design.

    What’s been happening?

    Our design and planning team have been undertaking further site analysis and reviewing community feedback and developing more detailed plans.

    Early concept designs proposed a housing development of up to 39 units arranged in 3 or 4 blocks.

    In response to the feedback received, we have made a number of significant changes to the design, including:

  • Reducing the size of the development to 24 housing units, arranged in one 4-storey block on the south side of the site adjacent to the medical centre.
  • Retaining the mature trees along Lakeside Avenue and the much-loved Walnut tree at the centre of the site.
  • Planting more trees on site with the creation of a forest garden around the trees on Lakeside Avenue, to improve the biodiversity.
  • Enhancing the link between the two adjoining public spaces with a level path for improved access.
  • Providing more detailed designs for the landscaped elements of the scheme.
  • The new homes will be affordable homes for rent, with two wheelchair accessible homes on the ground floor with two dedicated disabled parking spaces.
  • Creating an improved crossing between Greenview Court and Lakeside Avenue, with a raised shared surface designed to slow traffic and prioritise pedestrians/cyclists.
  • All homes will be Passivhaus or Net Zero carbon and will be extremely energy efficient with PV panels.
  • Richard Hayman, Interim Managing Director, Exeter City Living said: “These changes seek to positively address a lot of the issues raised during the early engagement process and has resulted in a scheme which, we believe, will enable new homes to be provided whilst trying to take on the concerns of local people in a more appropriate way. We are also aiming to adhere to the wider Liveable Exeter design aspirations and planning guidelines. I should stress that this early engagement is totally separate from the formal planning process where residents will be able to comment further”.

    Our public engagement events are totally outside the formal planning application process, and following this event we will ultimately look to submit our planning application to Exeter City Council as the Local Planning Authority this summer. Once the application has been registered it will be available to view on the Council’s online planning portal, where you will have a further opportunity to comment. Immediate neighbours to the site will be formally notified of the application as part of the Council’s statutory planning consultation.

    Glasshouse Lane engagement update

    Thank you to everyone who engaged in our first round of public engagement. Around 80 residents and stakeholders attended our exhibition across the two events held on 22 November at Newcourt Community Centre and 1 December at The 100 Club. We received over 600 contributions and 200 comments on Commonplace.

    This initial round of engagement is now closed. All feedback and comments received during this first round of engagement are now being collated and considered by the design and planning team. This feedback will help to inform the next stage of the designs.

    We will be running another public engagement event in the early part of next year where we will provide a summary of the feedback received and share more detailed designs, giving you further opportunities to comment prior to us submitting a planning application.     Reminder: Second public engagement event at 100 Club - TODAY, 2.30pm to 4.30pm

    This is just a quick reminder that we are hosting a second staffed public exhibition today, Thursday 1 December, at The 100 Club, Wear Barton Road, Exeter EX2 7EH between 2.30pm and 4.30pm.

    Members of the public can drop in at any time between 2.30pm and 4.30pm to view the proposals and speak to Exeter City Living staff and their project team.

    Extra date to view proposals for Glasshouse Lane

    Our public engagement programme began on Monday 21 November and we were pleased to see over 40 people at our engagement event at Newcourt Community Centre on Tuesday 22 November.

    In response to feedback from the local community, in addition to Tuesday’s event, we would like to invite you to join us at a staffed public exhibition at:

  • on Thursday 1 December
  • between 2.30pm and 4.30pm.
  • Members of the public can drop in to the exhibition to view the proposals and speak to Exeter City Living and their project team. Please note that due to other booking commitments at The 100 Club we were limited to booking an afternoon slot for this additional event. We hope this date and time is convenient and look forward to seeing you there.

    Have your say on proposals for Glasshouse Lane

    Today sees the launch of Exeter City Living’s engagement programme for a development of new sustainable homes at Glasshouse Lane.

    Emma Osmundsen, Managing Director, Exeter City Living said: “Our vision is to create a sustainable development of up to 39 homes which delivers on our ambitions to build new homes to the Passivhaus standard or net zero carbon, low energy, healthy and climate resilient, helping to reduce pressure on the council’s housing waiting list and improving the lives of residents.”

    In addition to providing new homes split between 3 or 4 apartment blocks, the proposals seek to connect the adjacent public green spaces from Lakeside play area through to Greenview Court, offering enhancements to the open spaces and improving biodiversity.

    From Monday 21 November, the initial proposals are available to view online and give your feedback at https://glasshouselane.commonplace.is/

    Residents, community groups and stakeholders will be able to comment on the early proposals for the site during the first round of engagement, which lasts until December 5.

    Exeter City Living (ECL) and their project team will be hosting a staffed public exhibition at Newcourt Community Centre, Blakeslee Drive, The Rydons, Exeter EX2 7FN on Tuesday 22 November between 4pm and 7pm. Members of the public can drop-in to the exhibition to view the proposals and speak to Exeter City Living and their project team.
