<h2>Further feedback</h2><p>You can submit comments on the latest proposals via this website until <strong>28</strong><strong>&nbsp;June 2023</strong>.</p><p>Your feedback will help to shape the final design being submitted for planning.</p><h2>Planning submission</h2><p>Our plan is to submit the planning application to Exeter City Council (as the Local Planning Authority) in Summer 2023.&nbsp;</p><p>Once the application has been registered it will be available to view on the Council&rsquo;s online planning portal where you will have a further opportunity to comment. &nbsp;The full suite of planning documents, supporting reports and surveys, including a Report of Community Involvement, will be available on the Council&rsquo;s planning portal at www.exeter.gov.uk when the application has been submitted. <h2>Architectural Design - Plans</h2><p id="isPasted">The 24 new homes will be affordable homes for rent, with two wheelchair accessible homes on the ground floor. The homes will be a combination of one and two bedroom. Each home will have a private balcony or garden and have windows facing at least two different orientations in order to maximise natural light throughout the day.</p><p>We are currently investigating with the Council&#39;s Housing Team the opportunity to introduce a Local Lettings Policy to allocate a proportion of the new homes to local people in housing need.<em>&nbsp;</em></p><p><em><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1686135871/projects/630607bbeafbf57d6665c032/ne3iblrojtvo52j1lwks.png" class="fr-fic fr-dib" alt="This montage image shows the floor plans for each of the four storeys in the building. <h2>Architectural Design - Sustainability</h2><p>All homes will be Passivhaus or Net Zero carbon and will be extremely energy efficient with PV panels and other renewable low energy technologies.</p><p><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1686135719/projects/630607bbeafbf57d6665c032/dkn0fbdisnoyf7d1zdja.png" class="fr-fic fr-dib" alt="This image shows a cross section of the building, highlighting particular sustainable features of the design, such as the photovoltaic panels on the roof, dual aspect dwellings to facilitate cross ventilation for cooling, and self supported balconies to eliminate thermal bridging"></p><h2 id="isPasted">Travel and parking&nbsp;</h2><p>In February 2019 Exeter City Council declared a climate emergency and pledged to become carbon neutral by 2030. As part of this policy the Council set up Exeter City Living as a limited company in 2018 with the aim of investing in the local communities in Exeter to help create inclusive and sustainable local neighbourhoods. To complement the desire to reduce carbon dioxide pollution levels the Council would like Exeter City Living to build car-free developments when the surrounding areas are suitable for travel by walk, cycle and public transport modes.&nbsp;</p><p>In the case of the proposed Glasshouse Lane development it is considered that the accessible and sustainable nature of the site is appropriate for a car free development. As shown in the site plan below, the parking associated with the site consists of two allocated spaces for the wheelchair accessible homes on the ground floor and one drop-off space for deliveries. The allocated spaces and drop off area could also be used by attending nurses visiting future residents.</p>

<p>Prospective residents will be made aware of the car-free principle being promoted when they first view the development, and therefore it is unlikely that they will choose to reside in this location if they have a car. To complement the car-free principles it is intended to install a Co Bikes site adjacent to the shopping area which will be available to both new residents and all existing residents in the area. The electric bikes are already available throughout Exeter and can be hired for between 6p and 12p per minute depending on various purchasing options. Co Cars are also available at various sites through Exeter and may be an option which will be considered in the future.&nbsp;</p><p>Although the development will be promoted as car-free it is still possible that some residents will choose to own a car either when moving in or at some time in the future. These vehicles will then have to park on-street in the same fashion as do many other residents in the area who do not have on-site parking provision. A number of parking surveys have been undertaken within 400m of the site to understand local on-street parking capacity. The surveys showed that there are over 100 spaces available within walking distance of the site, and at least 20 spaces were consistently available close to the site.</p><p id="isPasted">Exeter City Living is exploring whether DCC Highways will provide consent for additional on-street parking on Glasshouse Lane by changing the current parallel spaces adjacent to the site into chevron parking (as indicated on the above site plan).</p>

<h2>Landscaping and biodiversity</h2><h3>Landscape concept</h3><p id="isPasted">The Landscape Concept is to maximise the opportunities on site for biodiversity and to encourage wildlife, whilst creating a pleasant place to live for the residents and the wider community to enjoy. To achieve this a forest garden is proposed that will provide opportunities for food growing and maximising biodiversity.&nbsp;</p><p>Forest gardens are layered systems with plants at different heights, mimicking that of a young natural woodland, incorporating plants which directly and indirectly benefit people through most of them being edible. This enhancement will include: planting of native trees, shrubs, plants and wildflower beds and species rich grass mixes, supporting important species such as bees, butterflies, hoverflies and moths, birds and bats. A Sustainable urban drainage system will keep water on the site and enhance urban living by providing a stimulating and healthy environment for all inhabitants. The introduction of dead wood in the Forest Garden and the inclusion of bird and bat boxes around the site (including within the structure of the new building) will create a refuge for insects, birds and bats. Wildlife friendly habitats such as hedgehog highways and bat corridors will be retained for native wildlife, which will contribute to the wider ecological network.&nbsp;</p><p><em>Site Section</em></p>

This new building will be constructed to the highest quality and environmental standards to reduce energy costs and create attractive, sustainable and much-needed homes.&nbsp;</p><p>The following diagrams illustrate how Exeter City Living and the project design team have responded to your feedback when designing the scheme.</p><p><strong id="isPasted">1. Keep the Trees</strong> - We identified a developable area on the site that minimises the loss of existing trees, with only one low quality (Category C) tree being displaced. In November/December 2022, we invited stakeholders, the local community and the wider public to comment on early proposals for the site.&nbsp;</p>

They have also been continuing discussions with Exeter City Council Officers.</p><h3>Public engagement - June 2023</h3><p>The revised proposals for the site at Glasshouse Lane were presented to the community during a second round of engagement from 14-28 June. This included an engagement<span style="background-color: transparent; letter-spacing: 0.01071em;">&nbsp;event at The 100 Club on 14 June where residents and stakeholders could discuss the proposals with members of the project team.&nbsp;</span></p><p>Over 70 residents and stakeholders signed in at the event and over 80 respondents provided feedback via this website.</p><p>This round of engagement has now drawn to a close. &nbsp;All feedback and comments received will be analysed and considered by the design team. We will publish responses to frequently asked questions on this website in due course.</p><h3 id="isPasted">Planning submission</h3><p>We are aiming to finalise the scheme and submit a full planning application to Exeter City Council (as the local planning authority) later this Summer. The full suite of planning documents, supporting reports and surveys, including a Report of Community Involvement, will be available on the Council&rsquo;s planning portal at www.exeter.gov.uk when the application has been submitted.</p><p>Once the application has been formally registered, the Council will carry out further statutory consultation and notify near neighbours about how they can respond. About ECL's Passivhaus approach

<h2 id="isPasted">About ECL&#39;s Passivhaus approach</h2><p>Exeter City Living homes are designed and built to the German Passivhaus Plus Standard. Passivhaus has a proven track record of reliably reducing carbon and energy use by more than 75%.</p><p>In a Passivhaus, comfort is achieved by reducing energy losses through the quality of the building envelope rather than a traditional central heating system, hence &lsquo;passive&rsquo;. Triple glazing and high levels of insulation reduce heat &nbsp;losses and improve comfort by avoiding drafts. A ventilation heat &nbsp;recovery system provides a constant flow of fresh air which also filters &nbsp;contaminants like particulates.</p><p>Passivhaus reduces heating energy use and carbon emissions by more than 75% compared with more conventional approaches and at the same time provides outstanding comfort and air quality &ndash; in winter as well as in summer.&nbsp;</p><p><strong>Passivhaus Plus&nbsp;</strong>utilises additional photovoltaic panels to roofs and the use of heat pump technology, making these buildings zero carbon in use.</p><p><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1668010608/projects/630607bbeafbf57d6665c032/uyvtpikmeqnih3cjqsf4.jpg" class="fr-fic fr-dii" alt="Diagram showing benefits of Passivhaus design, including airtightness, thermal insulation and ventilation"></p><p><em>Diagram showing benefits of Passivhaus design</em></p>

<h3 id="isPasted">What is Low Carbon Design and what is the performance gap?</h3><p>Buildings contribute a third of all UK carbon emissions. 75% of these carbon emissions relate to heating, hot water and domestic electricity use. Energy performance of new buildings varies considerably even where these claim to be low carbon. Partly because there is no official definition for low/zero carbon homes and general design standards lack in robustness to predict energy use. Often only marginal energy reductions of 10-25% are aimed for which are then lost due to quality issues &nbsp;etc. Studies on completed &lsquo;low carbon homes&rsquo; have shown that heating demand regularly is twice the predicted demand.</p><p><img data-fr-image-pasted="true" src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1663859708/projects/630608a48b2fe60e01b34b6e/m8gliztmh4hu1ibn9kwc.jpg" class="fr-fic fr-dii" alt="Graph: Study on 25 low carbon homes (including 3 Passive Houses). <h3 id="isPasted">Climate Resilient</h3><p>The climate is changing and our homes will have to perform &nbsp;more often under very &nbsp;different weather conditions including heat waves and droughts like we experienced during 2018 and 2022 in the UK. The Passivhaus approach ensures the home stays comfortable &nbsp;throughout the year.</p><p>The excellent level of thermal insulation keeps the heat out, coupled &nbsp;with effective strategies such as &ldquo;passive night cooling&rdquo; ensure excellent comfort in the summer months.</p><h3>Healthy Homes</h3><p>Wellbeing starts at home and we spend up to 90% of our time indoors. &nbsp;Often, the air quality within our homes is worse than the outside air &nbsp;due to restricted ventilation and toxins present in typical construction &nbsp;materials and finishes.</p><p>Air pollution, some construction products, condensation and mould have been associated with high rates of asthma, certain types of cancer, diabetes, obesity and has shown to stunt the mental and physical development of children growing up.</p><p>Exeter City Living homes are designed to meet the highest Healthy &nbsp;Building Standard (SBM 2015) and are independently assessed for a &nbsp;healthy indoor environment.</p>

<h2>About our design approach</h2><p id="isPasted">Glasshouse Lane will be a residential development of exemplar quality and design, focused on delivering healthy adaptable homes. The development aims to support the local community around Glasshouse Lane and the wider neighbourhood, strengthening the local centre.&nbsp;</p><p>Architecturally, the approach is to be informed by the context and history of the area. Consideration has been taken in relation to scale of the proposed developments, with a mix of three to four storey accommodation across the site. High quality materials that are sympathetic to their surroundings will be employed.&nbsp;</p><p>The architecture and landscape will work in harmony with one another to deliver a development that contributes to the place making of countess wear. Connecting the public green spaces surrounding the site creates a coherent green link to enhance public use, enjoyment and engagement.</p><p>With the enhancement of biodiversity and ecology embedded within the design brief, the new development will incorporate new habitat for local wildlife and include the planting of native plants and vegetation. Homes and balconies will have a connection to the park which will be accessible to the wider public.&nbsp;</p><p>Healthier safer environments continue internally, with homes overlooking nature, and flooded with natural daylight. Early engagement

<h2>Early engagement&nbsp;</h2><p>In November/December 2022, we invited the local community to share their views on the early design options and principles outlined on these pages.</p><p id="isPasted">The engagement events were well attended by a wide range of stakeholders and over 70 local residents. This commonplace website had 762 visitors between 7th November and 5th December 2022. We received 87 responses to our online survey.</p><p>Since then, the design and planning team have been undertaking further site analysis, reviewing community feedback and developing more detailed designs.</p>

<h2 id="isPasted">Our commitment to enhancing biodiversity and ecology</h2><p>In February 2019, Exeter City Council declared a climate emergency and pledged to become carbon neutral by 2030. Increasing biodiversity in the city is a great way to reduce carbon and increase benefits for wildlife and people.</p><p>Proposed actions include:</p><ol><li>Planting of native wildflower beds</li><li>Species rich grass mix, supporting important species such as bees, butterflies, hoverflies and moths, birds and bats.</li><li>Appropriate native planting of trees, shrubs, and plants across the site</li><li>Planting of fruit bearing trees</li><li>Encouraging pollinators through planting</li><li>Sustainable urban drainage systems, which will enhance urban living providing a stimulating and healthy environment for all inhabitants</li><li>Implementing bug hotels, offering refuge to a variety of native minibeasts.</li><li>Inclusion of bird and bat boxes at appropriate locations around the site and within the structure of new buildings</li><li>Developing wildlife friendly habitats such as hedgehog highways, enhance existing habitats for native wildlife and contribute to the wider ecological network.</li></ol><p><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1667991967/projects/630607bbeafbf57d6665c032/ayixstfjkamcb4uuujfn.png" class="fr-fic fr-dib" alt="Selection of images representing each of the proposed actions described above for increasing biodiversity on site"></p>

3. Design options

<h2 id="isPasted">3. Design Options</h2><p>We are proposing two design concept options for the site on Glasshouse Lane. At this initial stage of engagement we are showing where the buildings would sit within the site and giving an indication of their size. At the next stage of engagement we will show you how the buildings will look in terms of external appearance, materials and design features. (For an idea of how the buildings might look, see the section on &#39;Design Intent&#39; which shows examples of projects that may inform the design of the architecture and landscaping.)</p><p>This is your opportunity to tell us what you think is most suitable for the site and what you like about these early proposals.</p>

<h3>Option 1 proposes a higher density scheme providing 39 new apartment homes</h3><p><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1667992157/projects/630607bbeafbf57d6665c032/nsmxgovw0pssukirqiyw.png" class="fr-fic fr-dib" alt="This block plan shows the proposed arrangements of buildings for 39 new apartment homes. There are two blocks on the northern edge, with a gap between them connecting the central green space with Lakeside Avenue. The proposed northwestern block is 4 storeys and the northeastern block 3 storeys."></p><p><br></p><h3>Key features of option 1:</h3><ul><li>The economic viability of a higher density scheme gives greater opportunities for more much needed affordable housing to generate more value for community enhancement than option 2.</li><li><p>Buildings open onto a well considered pocket park and pedestrian green link between the public green spaces.</p></li><li><p>The heights of the buildings are greater on Glasshouse Lane where the surrounding buildings are higher, and lower as you move along Lakeside Avenue.</p></li><li><p>A better, more accessible connection is created between Greenview Court and Lakeside Avenue public green space.</p></li><li><p>New homes adjacent to the Lakeside Avenue green space offer natural surveillance reducing the likelihood of anti-social behaviour.</p></li><li><p>This option generates more value to invest in improving the quality of the areas adjacent to the site and to increase their use and enjoyment by the community.</p></li></ul><p><br></p><p><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1666281224/projects/630607bbeafbf57d6665c032/al4rkuf2bu72avhbevxo.jpg" class="fr-fic fr-dib" alt="This sketch image provides a bird's eye view impression of how the blocks would be situated in the available space, as viewed from the southwest corner of Greenview Court.
